World Bank – OCTMP Tank Management GIS Programme

SpatiEdge draws its foundation from professional participation in the execution of large-scale, flagship geospatial mission projects, contributing to survey integration, GIS database development, and decision-ready spatial outputs for government programmes.

Project Overview

The OCTMP Tank Management GIS Programme was implemented by SpatiEdge Technologies Pvt. Ltd. to support the World Bank-funded Odisha Community Tank Management Project (OCTMP). The project focused on developing GIS-based inventories and decision-support systems to monitor, restore, and manage community tanks across Odisha, enabling data-driven water resource governance.

Client / Stakeholders

  • World Bank – OCTMP

  • Government of Odisha – Water Resources & Panchayati Raj Departments

Project Objectives

  • Digitally document and map community tanks, catchments, and command areas

  • Support restoration planning, monitoring, and maintenance of tank systems

  • Enhance transparency and accountability in water resource governance

  • Provide GIS-based decision support to departments and local authorities

Scope of Work

  • Mapping of tank boundaries, catchments, and command areas using remote sensing and field surveys

  • Development of GIS databases for tank assets and infrastructure

  • Creation of decision-support tools for restoration prioritization and monitoring

  • Integration of tank datasets with departmental MIS systems

  • Validation of spatial data with field verification and historical records

Methodology & Technical Approach

SpatiEdge applied a combination of high-resolution satellite imagery analysis, field surveys, and GIS mapping. Tank boundaries and catchments were delineated using geospatial techniques, followed by integration into GIS databases. Decision-support systems were designed to allow visualization, query, and prioritization of restoration activities, supporting local and state-level water management planning.

Technologies & Tools

  • GIS Platforms (ArcGIS / QGIS)

  • Remote Sensing Analysis (High-resolution Satellite Imagery)

  • DGPS/GNSS Field Surveys

  • Web-GIS Integration for decision-support

Key Deliverables

  • GIS inventory of community tanks

  • Thematic maps of tank boundaries, catchments, and command areas

  • Decision-support datasets and dashboards

  • Technical reports and spatial data documentation

Impact & Outcomes

  • Improved planning and prioritization of tank restoration projects

  • Enhanced monitoring and maintenance of water bodies

  • Increased transparency and efficiency in water resource governance

  • Strengthened local and departmental capacity for tank management
