Statewide LULC & Infrastructure Mapping (300 Blocks)

Creation of a large-scale Land Use / Land Cover (LULC) GIS database covering ~300 blocks using satellite imagery and standardised remote sensing workflows.

Project Overview

The Statewide LULC & Infrastructure Mapping project was undertaken by SpatiEdge Technologies Pvt. Ltd. to create a comprehensive, standardized geospatial baseline covering 300 blocks across Odisha. The initiative focused on generating high-resolution Land Use / Land Cover (LULC) datasets alongside detailed infrastructure mapping to support state-level planning, policy formulation, and development monitoring.

This large-scale geospatial programme enabled government departments to access consistent, reliable spatial intelligence for multi-sectoral planning, resource allocation, and long-term infrastructure development.

Client / Stakeholders

  • Government of Odisha

  • Odisha Space Applications Centre (ORSAC)

  • State Planning and Line Departments

Project Objectives

  • Develop a uniform LULC database for all blocks across the state

  • Map physical and social infrastructure assets at block level

  • Support evidence-based planning and inter-departmental coordination

  • Establish a geospatial baseline for monitoring development outcomes

Scope of Work

  • Acquisition and interpretation of high-resolution satellite imagery

  • LULC classification using standardized classification schemes

  • Mapping of roads, settlements, water bodies, utilities, and public infrastructure

  • Block-wise GIS database creation and validation

  • Compilation of spatial datasets for state and departmental use

Methodology & Technical Approach

SpatiEdge adopted a scientifically robust remote sensing and GIS methodology. Satellite imagery was processed and classified using supervised and rule-based techniques, followed by extensive quality checks. Infrastructure layers were digitized and cross-verified with existing records to ensure positional and attribute accuracy.

All spatial datasets were harmonized into a standardized GIS framework to enable seamless integration with state-level decision support systems and planning tools.

Technologies & Tools

  • High-resolution Satellite Imagery

  • Remote Sensing & GIS Platforms

  • Spatial Data Validation Tools

  • Block-level GIS Database Systems

Key Deliverables

  • Block-wise LULC maps and statistics

  • Statewide infrastructure GIS layers

  • Standardized spatial databases for 300 blocks

  • Thematic maps for planning and analysis

  • GIS-ready datasets for departmental integration

Impact & Outcomes

  • Enabled data-driven planning at block and state levels

  • Improved accuracy and consistency in land and infrastructure assessments

  • Supported infrastructure prioritization and resource allocation
