Block-Level Resource Atlas – ORSAC

GIS-based technical support for preparation of a Block-Level Resource Atlas for Sundargarh District, Odisha, using standard GIS workflows to assist planning and analytical requirements of concerned departments.

Project Overview

The Block-Level Resource Atlas project was undertaken by SpatiEdge Technologies Pvt. Ltd. to develop comprehensive GIS-based resource atlases for blocks across Odisha. The project aimed to provide accurate, high-resolution spatial data on land use, natural resources, and infrastructure to support decentralized planning, governance, and development monitoring.

Client / Stakeholders

  • Odisha Space Applications Centre (ORSAC)

  • Government of Odisha – Planning and Line Departments

Project Objectives

  • Create detailed block-level resource atlases integrating land use, infrastructure, and natural resource data

  • Support data-driven governance and decentralized planning

  • Provide a standardized geospatial reference for multiple departments

  • Facilitate monitoring and evaluation of developmental interventions

Scope of Work

  • Acquisition and interpretation of satellite imagery for land use/land cover classification

  • Mapping of infrastructure such as roads, water bodies, public utilities, and facilities

  • Integration of socio-economic and environmental datasets

  • Creation of block-wise GIS databases and thematic maps

  • Validation of spatial data through field verification and official records

Methodology & Technical Approach

SpatiEdge employed a combination of remote sensing, GIS analysis, and field verification to ensure the accuracy and reliability of the resource atlases. High-resolution satellite imagery was classified for land use and land cover, while infrastructure and natural resource features were digitized and integrated into a standardized GIS framework. The resulting datasets were structured to support inter-departmental planning and analysis.

Technologies & Tools

  • Remote Sensing and Satellite Imagery Analysis

  • GIS Platforms (ArcGIS / QGIS)

  • DGPS for field verification

  • CAD–GIS integration tools

Key Deliverables

  • Block-level GIS resource atlases

  • Thematic maps of land use, natural resources, and infrastructure

  • GIS-ready datasets for planning and governance

  • Technical documentation and metadata

Impact & Outcomes

  • Enabled decentralized and evidence-based planning at the block level

  • Standardized spatial reference for departments and planning agencies

  • Enhanced monitoring and evaluation of developmental programs

  • Provided long-term, scalable geospatial intelligence for governance
